| dc.description | Agriculture and the rural space will continue to demand the attention of policy makers in Bolivia for several reasons, even as urbanization gains momentum. First, agriculture is a proven engine of economic growth. Aside from showing its strength in decades past, in recent years agriculture shielded the Bolivian economy from the worst effects of the decline in other primary sectors, and in the future, healthy rates of agricultural growth will make the overall economy more diversified and more resilient. Second, a robust and dynamic agricultural sector will continue to curb dependence on the mining and gas sectors, while contributing significantly to inclusive growth, value addition, the creation of more and better jobs on and off of the farm, and better nutrition for all. Third, because agricultural growth in Bolivia has proven to be pro-poor, maintaining that growth is essential for continued reductions in poverty. Fourth, because climate and other shocks affecting agriculture can significantly disrupt steady gains in economic growth, poverty reduction, and food security, building a resilient agricultural sector is critical to sustain those gains. Finally, although policy makers will want to support agricultural growth, they will not want that growth to compromise the future for generations of Bolivians by squandering and degrading irreplaceable natural resources. | |
| dc.description | La agricultura y los espacios rurales continuarán exigiendo la atención de los responsables de la formulación de las políticas en Bolivia por varias razones, aun cuando la urbanización cobre impulso. En primer lugar, la agricultura es una fuente comprobada de crecimiento económico. Aparte de demostrar su fortaleza en décadas pasadas, en los últimos años la agricultura protegió la economía del país de los peores efectos de la desaceleración en otros sectores primarios, y en el futuro, las tasas saludables de crecimiento agrícola contribuirá a una economía más diversificada y resiliente. En segundo lugar, un sector agrícola sólido y dinámico continuará reduciendo la dependencia de los sectores de la minería y el gas, a la vez que contribuirá de forma considerable al crecimiento inclusivo, el agregado de valor, la creación de más y mejores empleos dentro y fuera de la finca, y una mejor nutrición para todos. En tercer lugar, dado que el crecimiento agrícola en Bolivia ha favorecido a los pobres, mantener ese crecimiento es esencial para continuar la reducción de la pobreza. En cuarto lugar, habida cuenta de que las conmociones climáticas y de otra índole que afectan la agricultura pueden perturbar considerablemente los beneficios sostenidos en materia de crecimiento económico, reducción de la pobreza y seguridad alimentaria, crear un sector agrícola resiliente es fundamental para mantener dichos beneficios. Por último, si bien es necesario que los responsables de la formulación de las políticas respalden el crecimiento agrícola, también deben evitar que ese crecimiento ponga en peligro el futuro de generaciones de bolivianos al derrochar y degradar recursos naturales irreemplazables. | |
