This report provides a scientific examination of the methodological aspects of FAO's National Forest Monitoring and Assessment (NFMA) program and explores alternative ways of organizing the programs data collection procedures. The report starts out with a brief discussion of why NFMAs are important. The authors then introduce their main evaluative criteria that they use throughout the report to examine the soundness of the methodological decisions made by the FAO and its partner countries. The a uthors pay particular attention to the decisions regarding sampling design and the use of statistical inference in data collection and estimation phases of the NFMA. Grounded in their technical examination of the FAO approach, the authors end the report with a discussion of a series of recommendations for how FAO's Forestry Department may make its support to NFMA programs even more effective.
