China has 20 percent of the world’s population but only around 6 percent of the world’s freshwater resources. Freshwater scarcity and pollution have created a double water crisis, especially threatening agricultural productivity and food security. Against this background, the government has made considerable efforts since 2012 to address problems of water resource management. However, government policy did not systematically include the protection of biodiversity in river ecosystems and did not focus on river flow regimes and the environmental impacts of flow alterations by infrastructure. To respond to this, this project proposed a “New Green Line” to improve the focus on river biodiversity and to link aquatic biodiversity to existing environmental protection. The project aimed to mainstream biodiversity conservation objectives and practices into China’s water resources management policy and planning.
