Activity 2.2.1.4 strengthened the foundations for scaling by developing and applying standardized, modular capacity-building tools that enable partners to co-design fit-for-purpose scaling pathways. Rather than implementing stand-alone trainings, AfricaRice codified reusable training modules—covering seed systems, mechanization, post-harvest technologies, nutrition-sensitive value chains, and enterprise development—that could be adapted across programs and country contexts. These modules were deployed across TAAT-II, HealthyDiets4Africa (HD4A), and Seeds4Liberia, demonstrating their flexibility and relevance to different scaling objectives. Under TAAT-II, the modules supported regional seed system scaling, SME engagement, and institutional and digital coordination. Under HD4A, they enabled Living Lab–based youth agribusiness hubs, contributing to the training of 398 youths, the creation of 221 healthy food enterprises, and measurable outreach and production outcomes. Under Seeds4Liberia, the same modules were adapted to strengthen national seed and input systems and multi-value-chain service delivery through targeted training of seed growers, extension staff, technicians, and artisans. Overall, Activity 2.2.1.4 demonstrates that capacity building, when structured as modular and reusable tools, functions as core scaling infrastructure. By linking training directly to enterprise development, institutional anchoring, and measurable scaling outcomes, the activity provides a practical and evidence-based model for co designing scalable pathways that can be replicated and sustained beyond individual projects.
