The Philippines is highly disaster-prone, with the province of Catanduanes frequently impacted by typhoons. In 2020, super-typhoon Goni caused over USD 100 million in agricultural losses, and in 2024, six typhoons hit in one month, severely affecting livelihoods and food security. From 2020 to 2024, FAO worked with national and local authorities to pilot and institutionalize anticipatory and shock-responsive social protection measures to support farming and fishing communities. Activities included emergency cash assistance, simulation exercises to strengthen local capacities, and the activation of anticipatory action protocols ahead of super-typhoon Man-Yi in 2024. This promising practice highlights how social protection systems can be adapted to deliver timely support before and after climate-related disasters.
