Water scarcity, declining water quality and unequal access to water resources are intensifying pressures on agriculture and food security across the Near East and North Africa (NENA) region. This synthesis paper presents the results and insights from governance analyses relating to ways and processes institutional arrangements, power dynamics and policy frameworks shape water allocation, use and management. By combining water accounting with governance analysis, technical water data are placed within a broader institutional and societal context, supporting more realistic and equitable decision-making.This report provides actionable recommendations and a validated analytical framework to guide countries towards more equitable, resilient and sustainable water systems. By emphasizing political feasibility, inclusive stakeholder engagement and systemic transformation, the paper outlines a pathway for addressing water scarcity through improved governance. Moreover, it highlights key priorities for strengthening water governance, including improved institutional coordination, better data systems, stronger regulatory frameworks and more inclusive stakeholder engagement to promote sustainable water use and agriculture in the NENA region.
