The Conference on Management Advice to Reduce Cormorant Predation Impacts was held in Brussels, Belgium, on 3 June 2025, organized by EIFAAC and hosted by the Polish Presidency of the Council of the European Union. The event brought together 230 participants from 31 countries, including national authorities, the European Commission, European Parliament members, and diverse stakeholders from fisheries, aquaculture, and conservation organizations. The conference presented scientific and economic evidence on cormorant predation and discussed the second draft framework for a European management plan for the great cormorant. Opening statements emphasized the need for international coordination, grounded in scientific evidence and aligned with EU law, to address the transboundary impacts of cormorant predation. The conference participants widely welcomed the proposed framework management plan. Key recommendations from the discussions included streamlined derogation procedures under the Birds Directive, clear reference points for sustainable bird and fish populations, enhanced monitoring, and harmonized compensation schemes. Stakeholders highlighted the urgency of practical measures to protect fish stocks and aquaculture while ensuring ecological balance. The draft plan proposes an adaptive, science-based framework supporting coordinated regional action. The final plan will be presented to European Member countries of EIFAAC and the European Parliament for consideration.
