Presenta la estrategia país de México, que es un instrumento que ordena y prioriza la cooperación técnica que el instituto brinda al país. Inicia con el desarrollo de un marco estratégico del sector agropecuario y luego, detalla las acciones de cooperación técnica propuestas. Por último, explica los mecanismos que serán utilizados para evaluar los resultados obtenidos
