Indicator analysis is a component of the process of selecting Special Products and needs to be supplemented by stakeholder consultations and to be cognisant of existing trade policy interventions, to ensure that country specific characteristics and policy objectives are fully accounted for. The extent of data availability limits the range of indicators that can be used consistently across all developing countries. A particular issue relates to the concordance between data provided on a product basis and that provided within the HS tariff classification system.
