By the late 1980s, it was recognized that fisheries resources could no longer sustain a rapid and often uncontrolled exploitation and that the devising of new approaches to fisheries management embracing conservation and environmental considerations was urgently needed. A number of global initiatives were organized on this matter in the early 1990s1 and led to the preparation of an international Code of Conduct for Responsible Fisheries (CCRF) by FAO. The CCRF, which was unanimously ad opted on 31 October 1995 by the FAO Conference, provides a necessary framework for national and international efforts to ensure sustainable exploitation of aquatic living resources in harmony with the environment.
