Descripción
The Congo Basin is among the most poorly
served areas in terms of transport infrastructure in the
world, and it faces a challenging environment with dense
tropical forests crisscrossed by numerous rivers that
require construction of numerous bridges. Given such
complexities, constructing transport infrastructure as well
as properly maintaining it is certainly a key challenge for
the Congo Basin countries. Recent studies indicate that
investment required per kilometer of new roads is
substantially higher than in other regions of Sub-Saharan
Africa (SSA) and the same applies for maintenance. The
physical capital of transport infrastructure is deteriorated
in the Congo Basin. The ratio of classify roads in good and
fair conditions range from 25 percent in Republic of Congo
to 68 percent in the Central African Republic, which is
globally lower than the average for low-income countries
(LICs) and resource-rich countries. Other transportation
assets (railways and river system) are also limited: the
railway network is essentially a legacy of the colonial era
and mainly used for mineral transportation, while the river
system is basically only marginal.
Le bassin du Congo pâtit d’une infrastructure de transport d’une extrêmement mauvaise qualité qui entrave la croissance économique. Tant les pays que les entités régionales se sont fortement engagés à combler ce déficit d’infrastructures et les impacts induits liés aux infrastructures risquent de générer d’importantes pressions sur les forêts. Afin de permettre un développement responsable, les investissements futurs devront se focaliser sur les approches suivantes : 1) Améliorer la planification du transport aux niveaux local, national et régional ; 2) Encourager les réseaux de transport multimodal. 3) Évaluer correctement les impacts des investissements dans le transport avant qu’ils ne se manifestent. Ce Document de travail nº 3 consacré aux infrastructures de transport est l’un des résultats de l’étude globale « Dynamiques de déforestation dans le bassin du Congo : Réconcilier la croissance économique et la protection de la forêt » Il se structure de la façon suivante : Le chapitre 1 traite des infrastructures de transport : un réseau insuffisant et détérioré ; le chapitre 2 décrit comment le mauvais état de l’infrastructure de transport a « protégé » les forêts et propose une typologie des impacts des infrastructures de transport sur les forêts ; Le chapitre 3 tâche de répondre à l ;a question suivante : Le développement futur du transport représente-t-il une menace pour les forêts du bassin du Congo ?
