This study reviews the performance of some 70 projects prepared by the FAO Investment Centre in the 1970s and mostly implemented in the 80s. It identifies the nature and severity of problems encountered by the projects during their implementation and examines the extent to which these could be attributable to. faults at the design stage or are caused by exogenous factors. Proposals are made for changes in techniques and approaches to project preparation which could contribute to improved perform ance.
