dc.descriptionEl estudio presenta un análisis institucional con el objetivo de identificar los factores que explican el desempeño de operadores de acueductos en el sector rural de Costa Rica. Las Asociaciones Administradoras de Acueductos y Alcantarillados Comunales (ASADAS) y los Comités Administradores de Acueductos Rurales (CAARS ) son los principales operadores de acueductos del sector rural ya que abastecen a más del 70 por ciento de su población. Se definen tres dimensiones de desempeño para evaluar los resultados de los operadores: la situación financiera, la satisfacción del usuario y las condiciones de la infraestructura. Finalmente, los resultados del análisis mostraron que el marco legal del sector de agua potable en el país no representa un incentivo suficiente para mejorar el desempeño de la organización de acueductos en el sector rural de Costa Rica. This research consists of an institutional analysis aimed at identifying factors that explain the performance of organizations that provide drinking water services in the rural areas of Costa Rica. ASADAS and CAARS are community organizations that provide drinking water services to more than 70 percent of the country’s rural population. Three performance dimensions were defined in order to evaluate the organization’s performance in terMON of its financial situation, consumer satisfaction and infrastructure conditions. Finally, the results of the analysis show that the legal frame of the country’s drinking water sector does not provide sufficient incentives to enhance the performance of organizations that provide drinking water services in Costa Rica’s rural areas.
