This Country Program Evaluation (CPE) assesses the performance of the World Bank Group’s (WBG) assistance to the Republic of Kosovo from fiscal years (FY) 2012 to 2025, seeking to identify lessons to inform future WBG engagements in Kosovo, including the next CPF, which is expected in FY27. This evaluation will evaluate two focus areas of the WBG engagement which are critical to the country’s development, namely: (1) improving service delivery in education and health, and (2) advancing private sector development through improved access to finance and energy. Kosovo is a young independent nation with the aspiration to join the EU. Since Kosovo's independence, the prospective EU membership has served as the primary strategic anchor across successive administrations and guided the WBG’s evolving engagement. Kosovo’s economy is caught in a challenging cycle of low investment, low job creation and low productivity. Despite low productivity growth, Kosovo's economy continued to grow strongly over the evaluation period. Kosovo aims to transition to a more dynamic and competitive private sector led economy which relies less heavily on remittances, consumption, and non-tradable sectors. Building Kosovo's human capital remains a key development challenge.
