Addressing the sustainability of small-scale fisheries depends in part on an effective and contextual implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines), as endorsed by the Committee on Fisheries (COFI) of the Food and Agriculture Organization of the United Nations (FAO) in 2014. Embedding the SSF Guidelines recommendations in national policy and legal instruments in a clear and coherent manner can ensure a strong framework for the promotion and protection of fishers’ human rights, and also clarify the responsibilities of small-scale fishing communities and other non-state actors regarding the sustainable use of fishery resources without creating an unfair burden on fishers. This policy and legal diagnostic toolbox help users to (i) identify the relevant national policy and legal framework (including provisions relating to fisheries, environment, health and education, and relevant human rights instruments) consistent with the SSF Guidelines; and (ii) assess the implementation of the Guidelines in such a selected framework.
