Small-scale irrigation and water conservancy facilities are significant to the improvement of agricultural infrastructure. Construction of small-scale irrigation and water conservancy facilities in rural China is seriously lagged at present. Many small-scale water conservancies are seriously aged or totally damaged without maintaining. Some measures should be adopted to enhance the construction of rural small-scale water conservancy facilities, such as increasing fiscal input, realizing the diversification of financing ways, reasonably directing the financing and laborers recruiting of the mass.
