There is great variety in the development of harbours and fish-landing places in the Indian Ocean region, from simple beach-landing places with no services, to fishery ports with all facilities. Information is lacking for through analysis of port-development potentialities in the region, and comprehensive survey would require months to acquire data. Port development is expensive and requires considerable planning, not only in fish-related procedures but also in town design to control traffic, st orage and expansion, among other matters. Most countries around the Indian Ocean lack the skills to design and construct modern and efficient fishery-port facilities, and several are seeking assistance in early planning. There are few locations in the region ready for the development of an international industrial fishery; most are concerned with developing middle-distance fisheries for vessels up to 30 m long, operating within 100 miles off shore. By far the majority of Indian Ocean activity is in small-boat traditional fishery.
