Transparent Monitoring (TM) enhances the ability of developing countries to track land use emissions and evaluate mitigation efforts more effectively. This project provided guidance on implementing TM, including the use of open-source tools, open-access datasets and strategies to improve data accessibility in Papua New Guinea’s land use sector to support national climate mitigation efforts. It addressed critical gaps in Measurement, Reporting and Verification (MRV) systems, including limited technical capacity, inconsistent data collection and fragmented policies, which hindered effective climate action planning and compliance with international commitments such as the Paris Agreement and United Nations Framework Convention on Climate Change (UNFCCC) reporting requirements. Despite institutional and logistical challenges, the Food and Agriculture Organization of the United Nations (FAO) successfully implemented the project within scope and budget, ensuring sustainability through strengthened policy frameworks, continued capacity building and long-term adoption of TM methodologies.
