Since the adoption of the European Union Birds Directive in 1979, cormorant numbers in Europe have increased substantially, leading to significant predation pressure on fish stocks, including vulnerable and protected species. Existing mitigation measures, largely implemented at national or local level, have proven insufficient given the migratory nature of cormorants and the transboundary scale of impacts. The aim of the project was to develop harmonized, science-based management advice at European level in order to reduce the unsustainable cormorant predation on fish, while remaining consistent with European Union environmental legislation. The project responded directly to resolutions of the European Parliament and EIFAAC calling for coordinated action and management guidance.
