Scaling solar irrigation through grassroot institutions: meta-analytic evidence and pathways for inclusive delivery

dc.descriptionSolar irrigation provides both climate change mitigation-by reducing diesel-based emissions and adaptation benefits-by enhancing agricultural resilience-yet adoption among smallholders remains limited. Uptake is shaped by access to information, credit, and last-mile support that overcome informational, financial, and procedural barriers. This paper examines how grassroots institutions-local extension agents, self-help groups, and citizen service centres address these constraints. Based on 83 studies, we show that they bridge trust and technological gaps, expand access to formal credit, and facilitate last-mile delivery. Our meta-analysis results confirm that extension services increase SIP adoption by 14 percentage points, and group membership improves access to credit by 8.7 percentage points. We contend that Citizen Service Centres, designed as one-stop local hubs for administrative and business services, can simplify procedures and ensure last-mile delivery of SIPs when integrated with public and private sector programs. The study proposes actionable pathways to embed these institutions within public-sector solar irrigation initiatives and enhance private-sector outreach.
