dc.descriptionThe scope of this study is contained in the Terms of Reference in Appendix 1 hereto. I have had the benefit of reading a previous report by Dr. Jose I dos R Furtado concerning aspects of the subject-matter of this analysis. I have avoided repetition of the content of that paper and, indeed, the approach I have taken is to deal with particularly relevant aspects of the international regulatory regime rather than to iterate comprehensive details that might, perforce, encompass considerable quantit ies of text concerned with marginally relevant instruments.
