dc.descriptionIn the wake of the adoption of the United Nations Convention on the Law of the Sea, which introduced the novel notion of the exclusive economic zone but at the same treated the remaining fisheries on the high seas parsimoniously, Members of the Food and Agriculture Organization of the United Nations (FAO) produced the first legally binding instrument to specifically tackle the latter problem. Through the adoption of the Agreement to Promote Compliance with International Conservation and Management Measures by Fishing Vessels on the High Seas in 1993 (Compliance Agreement), flag State responsibilities were spelled out in more detail in an attempt to conserve and manage the living resources of the high seas in a more effective manner. About 30 years later, FAO initiated a study to review the relevance of this instrument and explore options for strengthening its implementation and enforcement. The present Technical Paper represents the outcome of this study.
