Descripción
The draft Guidance Note provides an enhanced COFOG definition of agriculture which extends the scope of agriculture beyond the current components in the COFOG “Agriculture, Forestry and Fishing and Hunting” function to include “crosscutting” components which consist of rural development functions/activities that contribute directly to agricultural growth and rural poverty reduction. All relevant government expenditures (domestic and donor) in these components are counted as GEA. The draft Guid ance Note also provides guidance on what constitutes Total Government Expenditure (TGE) and indicators for tracking the level and quality of GEA. The main objective was to pilot the draft Guidance Note method in order to establish its technical feasibility and to identify key empirical challenges and recommendations. Specifically, the study objectives were to: i. Determine data needs and identified data sources for implementing the method; ii. Collect the necessary data, and generate the requ ired indicators iii. Identify limitations and propose improvements to the method
