All FAO member countries can request TCP development assistance, but special attention is given to assisting the neediest countries, especially Low-Income Food-Deficit Countries (LIFDCs), Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs), and/or Small Island Developing States (SIDS). Access to TCP technical assistance by high-income economies and members of the European Union should only be on a full cost-recovery basis.
