The Government of Uganda is committed to reducing emissions by reducing deforestation and forest degradation and has participated in the REDD+ programme since 2013. The country submitted its first Forest Reference Level of forest sector emissions for the period between 2000 and 2015. Following this submission, the Government decided to include a number of additional pools, as recommended by the United Nations Framework Convention on Climate Change’s Technical Assessment of the Forest Reference Level, as well as to assess the country’s performance in reducing emissions for the period from 2015 to 2017. In this context, the objective of the present project was to further support the Government, particularly the Ministry of Water and Environment, in establishing and institutionalizing a National Forest Monitoring System.
