This workshop report captures key insights and action points from a policy dialogue at Cairo Water Week 2025 on institutionalizing Water Accounting Plus (WA⁺) in Egypt. It highlights Egypt’s persistent supply–demand gap and the growing need for standardized, spatially explicit evidence on water availability, consumption, productivity, and return flows to support credible planning and allocation decisions. The dialogue convened the Ministry of Water Resources and Irrigation, the Ministry of Agriculture and Land Reclamation, researchers, regional experts, and water-user representatives to examine how WA⁺, a satellite-based accounting framework, can move from a technical product to an operational decision-support and governance tool.
The report identifies priority institutional needs: a clearer workflow/value chain for data inputs, quality assurance, interpretation, dissemination, and decision uptake; stronger protocols for cross-agency data sharing and interoperability; and sustained resourcing and mandate clarity for Egypt’s water accounting unit. It also emphasizes that WA⁺ outputs must be co-interpreted with local socio-ecological realities, especially farmers’ practices and water-user knowledge, to strengthen legitimacy, equity, and usability, and to guide investment planning at governorate level.
