The report is organized around a
conceptual framework that focuses on the drivers of health
worker performance in the health administration and in
health facilities. The administration-level drivers focus on
core stewardship functions— facility funding, supervision,
and data-informed management. Administration staff includes
positions from the Ministry of Health, as well as regional
and local level public servants working in the health sector.
In health facilities, the report analyzes management and work
environment aspects that impact staff ability and motivation
to deliver services, including recruitment, performance
management, teamwork, access to training, and intrinsic
motivation. Health facility staff includes doctors, nurses,
community health workers (CHWs), midwives, and facility
managers, among others.
