This framework serves as guidance on how evaluations can assess the processes and outcomes of Capacity Development (CD) activities in development interventions. It builds on FAO’s Strategy on CD as well as on OED’s past experiences and other UN and non-UN resources. It provides questions, indicators, methods, tools and templates to guide the assessment of CD across the individual, organizational, enabling environment levels, their interconnections and potential for transformational change. Although primarily targeting evaluation practitioners, the framework can be used by FAO staff engaged in project design and implementation as well as decentralized offices managing project reviews and evaluations.
