The Path Forward outlines a new collaborative initiative called the Intergovernmental Organizations’ Cooperation on Anticipatory Action, designed to strengthen the role of IGOs in supporting governments to scale up anticipatory action (AA) as a proactive approach to managing disaster and climate risks. Jointly developed by leading IGOs with coordination support from FAO, the document presents the rationale, objectives, and governance framework of the Cooperation, structured around four strategic pillars: coordination and influence, evidence generation, capacity strengthening, and financing. It highlights the urgent need to institutionalize AA within national systems, promote cross-regional learning, and align efforts with global frameworks like the Sendai Framework and Loss and Damage Fund. The initiative aims to position IGOs as catalysts for transformative, government-led AA that protects lives and livelihoods in an increasingly risk-prone world.
