Illegal, unreported and unregulated (IUU) fishing remains one of the most serious threats to marine ecosystems worldwide. Addressing this challenge requires stronger national policy and legal frameworks and more effective monitoring, control and surveillance (MCS). Enhanced cooperation among flag, port, coastal and market states is essential, alongside greater transparency and information sharing to support detection, enforcement and prosecution. At the global level, the PSMA is the first legally binding treaty specifically targeting IUU fishing, with FAO serving as its secretariat. In May 2023, the parties adopted the Bali Strategy to guide PSMA implementation at national, regional and global levels by expanding participation, reinforcing legal and institutional frameworks, improving coordination and information exchange, monitoring progress and ensuring the sustainable functioning of the agreement. In response to growing requests from Members, FAO launched the PSMA Global Capacity Development Programme in 2017 to support capacity building, legal and institutional strengthening and effective implementation of the PSMA and related instruments, contributing to the sustainable management of marine resources.
