The central hypothesis of the study is the explicit recognition of the heterogeneity of the rural sector of society, based on its social, economic, demographic and geographical differentiation. This differentiated perspective of the development strategy should replace the alternatives that the rural population takes as similar, with the same development strategy for all of them. A new formula for rural development is proposed, so that it becomes a key component of the strategy to recover the development of Latin American economies, and simultaneously serves to reduce rural poverty
