Agricultural research, public-private partnerships, and risk management: Evidence from the international agricultural research system

dc.descriptionThis article examines how public-private partnerships (PPPs) address the risks associated with agricultural research-particularly those associated with biotechnology research-conducted for the benefit of small-scale farmers in developing countries. The article specifically examines how PPPs manage and mitigate risks arising from market, institutional and systemic weaknesses that often hinder pro-poor innovation in developing-country agriculture. Data are drawn from a survey of 75 projects undertaken by the Consultative Group on International Agricultural Research (CGIAR) and its private sector partners. Findings indicate that while PPPs are improving how the international system manages its research agenda, they are fraught with risks for both public and private sector partners. Precautionary, legal, and financial strategies to manage risk are needed, as are effective communications strategies, platform-building strategies, and foresight into worst-case scenarios. However, evidence suggests that such strategies are not commonly used or available to the international research community and its partners, especially in the field of biotechnology research.
