The evaluation was intended "as the Project draws to a close, to provide recommendations to the Governments of the Netherlands and the Philippines and to FAO on further steps necessary to consolidate progress and ensure achievement of the objectives". Further needs for external assistance were to be identified, bearing in mind that the Government of Australia has already begun to examine the possibilities for its eventual support to the programme".
