Bhutan's development focus centered on the concept of Gross National Happiness underpins this country outlook paper. The paper envisages three main scenarios for forestry development based on gradual transition, externally-driven development, and policy and institutional reform. Bhutan's strong conservation policies allied with pressures at the agriculture-forestry interface will likely dictate forestry directions.
