Prepared by Ms. Amber Sharick and Dr. Katherine Nelson on behalf of the International Rice Research Institute (IRRI), this brief examines benefit- and burden-sharing models and options for delivering high-quality, low-emission rice in Vietnam. The document includes a design constraint in that no options should require new legislation and therefore all options should fall under current mandates (though this would have to be confirmed with legal experts). To that end, it is assumed that any Results-Based Climate Finance payments will be received by the Government of Vietnam and distributed through the State Bank and then lending institutions such as the Vietnam Bank for Agriculture and Rural Development (Agribank); as there is a subsidy payment scheme in place for rice production, it is assumed that, should direct payments to individuals or cooperatives be included in a benefits package, these cash payments would not be from funding sources precluded from doing such (no Official Development Assistance funding, for example). Likewise, any new agreements required would potentially support the “Sustainable Development of One Million Hectares of High Quality and Low-Emission Rice Associated with Green Growth in the Mekong River Delta By 2030”1 program (in this document, referred to as 1Mha) and the Program on “Emissions reduction in the crop production sector for the period 2025 - 2035, vision to 2050” (referred to as the Low-Emission Crop Production program)2, and be between the Ministry of Agriculture and Environment (MAE) and entities with which they already do routine business. Furthermore, relevant contractual arrangements and anticipated program guidelines of the Transformative Carbon Asset Facility (TCAF)3 support to 1Mha are reflected in the discussion of the options presented (though the Phase 1 Emissions Reduction Purchase Agreement is yet to be agreed). As per Vietnam policy goals and best practice, the options included could be used to address achieving the Sustainable Development Goals4 and target poverty alleviation, gender and social inclusion as well as the main target of greenhouse gas (GHG) mitigation.
