dc.descriptionThe commercial development of small-scale coastal fisheries has been viewed as a means of generating rural earnings and other social and economic benefits and has been a Government target in PNG for nearly 45 years. During this period a large public-sector fisheries service has become established which aims to promote, manage and regulate PNG's fisheries. Via this service, numerous programmes, some of which have been very large and ambitious, have been put in place to encourage the commercial de velopment of small-scale fisheries in rural areas.
