Southeast Asian countries are facing mounting pressures from climate change, with the rice sector situated at the heart of both food security and climate mitigation agendas. While rice production sustains the livelihoods of tens of millions of farmers and underpins regional food systems, it also represents a significant source of methane emissions. As countries across ASEAN advance their climate commitments and update their Nationally Determined Contributions, there is a growing recognition that accelerating the transition toward low-emission, resource- efficient, and climate resilient rice production systems is both necessary and time-sensitive. At the same time, the policy, technological, and financial landscape for methane mitigation in rice systems is evolving rapidly. New evidence from farm household surveys, economic analyses, and investment assessments suggests that mitigation potential, adoption constraints, and financing needs are more dynamic and context-specific than previously understood. Effective scaling increasingly depends on aligning technical mitigation options with farmer incentives and mobilizing public and private finance through appropriate institutional and investment mechanisms. This regional workshop convened policymakers, researchers, and practitioners from ASEAN countries to assess emerging evidence, share practical experiences, and engage in dialogue on investment mechanisms for promoting low-emission rice cultivation. By integrating regional perspectives with a focused case discussion on the Mekong Delta in Viet Nam, the workshop aimed to bridge evidence and action, support regional learning, and identify concrete opportunities for cooperation to accelerate methane reduction in rice systems.
