The Operational Partnership Implementation Modality (OPIM) is an indirect project implementation modality established by FAO through Manual Section 701, in November 2015. Funds received by the Food and Agriculture Organization of the United Nations (FAO) from a resource partner are transferred to eligible operational partners for implementation of the agreed project, based on signed Operational Partners Agreements. The synthesis concluded the OPIM is an important and much-needed tool in FAO. In fact, it is currently the only tool in FAO for complying, from a contractual point of view, with the implementation of the Paris Declaration on Aid Effectiveness (2005), the Accra Agenda for Action (2008), and the Agenda 2030, which call for national leadership in the implementation of development programmes in support of national ownership and capacity development. The report provides several suggestions that could help in addressing these barriers and ensuring a successful implementation of OPIM projects. Furthermore, it recommends that the newly appointed OPIM Regional Specialists assume a pivotal role in supporting FAO Representations in developing a framework for their collaboration with potential partners. To FAO, the synthesis recommends to develop a corporate approach that, considering donors’ and FAO’s funding limitations, could allow to address capacities constraints of both its Country Offices and operational partners. Finally, the synthesis provides several suggestions to project formulators and implementers geared to set up a governance structure able to promote peer collaboration between the OP and FAO which proved to be one of the most important drivers of success of OPIM projects.
