Madagascar is facing a deep and multidimensional crisis, marked by acute food insecurity, chronic malnutrition, the erosion of livelihoods and worsening health risks. Since October 2024, the Grand Sud and Grand Sud-Est have experienced recurrent shocks, including rainfall deficits during the main agricultural season, cyclones and flooding that disrupted off-season planting, as well as locust infestations that have devastated crops.In this context, the Food and Agriculture Organization of the United Nations (FAO) launched the Emergency and Resilience Plan (2026–2028), built around a progressive and forward-looking strategy. The Plan aims to protect livelihoods in the immediate term, accelerate community recovery and invest in more sustainable and resilient agrifood systems, with a particular emphasis on the Grand Sud and Grand Sud-Est.
