Food chain emergencies have increased in recent years due to the globalization of trade, the intensification of food production systems, and the compounded effects of climate change and climate variability. These emergencies are linked to transboundary animal and aquatic diseases, plant and forest pests and diseases, and food safety threats.Many countries face challenges in effectively implementing and monitoring measures to prevent and control these threats. These challenges stem from limited technical capacities, a lack of science-based risk assessment, insufficient multisectoral integration, high dependency on imports, inadequate quarantine and surveillance systems, limited funding, and low risk awareness.
