The Food and Agriculture Organization of the United Nations (FAO) Global Partnership Programme for Transboundary Animal Diseases (GPP-TAD) is a strategic mechanism designed to address the growing and interconnected threats posed by transboundary animal diseases (TADs) to food security, livelihoods and agrifood systems. TADs continue to spread rapidly across borders, disrupting supply chains, undermining trade and exacerbating existing pressures such as climate change, conflict and market volatility, with the most severe impacts felt by vulnerable, livestock-dependent communities. In response, the GPP-TAD introduces a country-owned and partnership-based model that places national leadership at its core while mobilizing FAO’s convening power, real-time disease intelligence and global technical expertise. The programme promotes coordinated, sustained investment in animal health as a global public good, enabling countries to transition from reactive crisis response to proactive prevention, preparedness and progressive disease control. The programme integrates prevention, early warning, preparedness, anticipatory action and rapid response within a coherent framework. Its objectives include strengthening capacities to manage animal disease risks, protecting animal, human and ecosystem health, mobilizing collective investment, and ensuring surge support during emergencies. Priority areas span biosecurity and vaccination systems, digital surveillance and innovation, contingency planning, emergency response, and strengthened governance and financing mechanisms.Through a flexible multipartner approach, the GPP-TAD brings together governments, regional organizations, international institutions and the private sector to deliver targeted, timely and coordinated support. FAO calls on partners to join this collective effort to prevent and control TADs, safeguard livelihoods and trade, and build resilient agrifood systems for the future.
