dc.descriptionSmall-scale fisheries have yet to fully realize their potential to significantly contribute to sustainable development and the attaining of the UN Millennium Development Goals (MDGs). Following a recommendation of the 28th Session in 2009, the FAO Fisheries and Aquaculture Department embarked on a consultative process to examine the need and various options for an international instrument on small-scale fisheries. At the 29th Session of COFI in February 2011, the Committee recommended that the i nternational instrument should take the form of international voluntary guidelines. This document has been prepared as an input into the continued consultations and the development of the Guidelines in accordance with the COFI recommendations.
