Food crises are becoming more frequent, more complex and more expensive – while available funding continues to shrink. Acting earlier and building resilience is no longer just better. It’s essential. Every year, droughts, floods, war conflicts and economic slowdowns and downturns push millions into hunger and poverty. But by the time relief funding is secured, critical weeks – even months – have already passed. Strengthening the humanitarian–development–peace nexus offers a powerful opportunity to connect immediate relief with resilience, stability and sustainable progress. FAO’s new Financing for Shock-Driven Food Crises (FSFC) Facility enables early, targeted interventions before the damage happens and food crises escalate – when lives can be saved, livelihood protected and resources used more efficiently and effectively. FAO’s Resilience toolbox complements this effort by guiding the selection of the most context-appropriate resilience-building interventions, ensuring that early actions evolve into longer-term solutions that strengthen systems and reduce vulnerabilities over time. Together, they bridge the gap between emergency response and sustainable development – enabling smarter, faster and more integrated action to anticipate, absorb and adapt to future shocks. This manual offers practical guidance for applying the Resilience toolbox at country level, supporting evidence-based decision-making and the design of tailored, context-specific resilience strategies.
