Health technology assessment (HTA) is a systematic, evidence-informed process to prioritize health interventions and optimize resources under budget constraints. More than just economic evaluation or a tool, HTA is a holistic and adaptable approach, integrating evidence and values to support diverse settings, including in low-income setting. HTA informs sensitive political choices. Its success requires early and continuous commitment from decision-makers, ensuring recommendations are not only generated but also adopted. To achieve greater HTA impact, World Bank projects can offer more holistic ecosystem support by leveraging global networks and communities of practice beyond basic application. As countries move toward Universal Health Coverage (UHC), the process of deciding on and investing in health technologies and interventions becomes increasingly important. A health technology assessment (HTA) can play a role in this process, particularly by informing the design and revision of a health benefit package. This Knowledge Brief provides an overview of HTA, clarifies common misperceptions, and outlines how the World Bank has supported these processes. It also offers potential options to support a more holistic response, and ecosystem, among client countries for evidence-informed prioritization in health.
