This consultancy assignment forms part of the fisheries component of the IDA World Bank Second Agricultural Research Project (BGD/83/010). The terms of reference broadly cover the preparation of the research programme for the Brackishwater Station of the Fisheries Research Institute of the Government of The People's Republic of Bangladesh. In spite of considerable delays in the Government gaining possession of the site selected for the Brackishwater Station at Paikgacha, near Khulna, it now appe ars that it may be possible to start construction immediately after the the 1989 monsoon season. If further complications over acquisition of the land persist, it is recommended that the possibility of leasing the land for a period of 10 years should be considered before reverting to the next most suitable site at Rampal. It is to be hoped that the construction of the Brackishwater Station will be completed, and the laboratory and experimental facilities become fully operational by 199192 at t he latest. A review of the historical development and present status of the shrimp farming industry in Bangladesh has been prepared to provide a reference point for the proposed Five Year Research Programme of the Brackishwater Station. Constraints to the development of the industry have also been identified.
