The project was designed around a clear results chain linking survey design, training and data collection activities to defined outputs, an outcome focused on institutional capacity strengthening, and an impact on SDG 2 monitoring. Governance arrangements, including clearly defined roles and responsibilities for INETL, MALFF, relevant sectoral ministries and development partners, were established through multi-stakeholder steering and technical committees. A phased approach encompassing pre-testing, piloting, dry and wet season data collection rounds and subsequent analysis provided a coherent framework for implementation and results-based management.The project introduced a nationally tailored, tablet-based CSPro/Computer-Assisted Personal Interviewing (CAPI) survey system for fish and aquatic food consumption, incorporating automated skip logic, validation checks and Global Positioning System (GPS) integration, and supported by specialized technical expertise in sampling, food consumption surveys and digital data collection. A robust sampling framework was developed to enable national-level estimates of per capita fish and aquatic food consumption. Timor-Leste-specific visual aids were designed and institutionalized to support species identification and consumption quantification, addressing low literacy levels and the use of non-standard local units.
