The Philippines, Thailand, and Viet Nam have committed to reducing methane emissions under their Nationally Determined Contributions (NDCs). As major rice producers, these countries have high‑impact mitigation opportunity through well‑established climate‑smart agriculture practices such as Alternate Wetting and Drying (AWD), Direct Seeded Rice (DSR), and improved rice straw management. The core constraint to scaling is the high cost of robust Monitoring, Reporting, and Verification (MRV) systems capable of linking farm‑level practices to national climate targets and climate finance. Benefits from the sale of carbon credits are insufficient to cover operational and incentive costs. Southeast Asian nations should invest in MRV infrastructure to take advantage of international cooperation mechanisms and mobilize climate finance towards their transition to low-emission rice landscapes.
