Viet Nam is working to mobilize finance for sustainable, climate-resilient agriculture aligned with national programmes and priorities, including the One Million Hectares Initiative to scale up high-quality, low-carbon rice production in the Mekong Delta by 2030. Innovative financial instruments such as green bonds offer a promising pathway to scale up investments and target proceeds to smallholder farmers and agri-SMEs for adopting sustainable practices and technologies. This report documents outcomes from a technical workshop hosted by FAO with support from the Ministry of Agriculture and Environment in collaboration with the Climate Bonds Initiative and the Vietnam Bank for Agriculture and Rural Development to advance Viet Nam’s first green bond for climate-resilient, low-emission agriculture. The event convened government officials, financial experts and development partners to support the green bond framework. Through technical presentations, international case studies and collaborative working sessions, participants identified priority actions for financing smallholder farmers and agri-SMEs, establishing robust monitoring and reporting systems, and enhancing capacity at multiple levels for a successful green bond issuance. The workshop marks a key milestone in Viet Nam’s progress to unlock sustainable finance, foster climate-smart agricultural transformation, and contribute to national and global climate change goals.
