A regional workshop on Loss and Damage from Climate Change in Agri-Food Systems was held in Manila, Philippines, in February 2026. Organized by the Food and Agriculture Organization of the United Nations Regional Office for Asia and the Pacific in partnership with the Southeast Asia Disaster Risk Insurance Facility and the United Nations University Institute for Environment and Human Security, the workshop brought together government officials, climate finance specialists, agricultural insurance practitioners, and development partners from across Asia and the Pacific.The workshop pursued two converging objectives. The first was to strengthen country capacity for engagement with the Fund for Responding to Loss and Damage, which entered its start-up implementation phase in 2025 with an open call for proposals. The second was to validate the concept of the Regional Agricultural Insurance and Sustainable Economies Facility, which is a proposed multi-country mechanism designed to pool catastrophic agricultural risk across Southeast Asian nations, reduce the cost of reinsurance for smallholder farmers, and link climate-smart agriculture practices to improved insurance terms.Key findings highlighted the near-universal absence of non-economic loss measurement in national reporting systems, the critical importance of cross-ministerial coordination between agriculture, environment, and finance authorities, and the complementarity between the two financing mechanisms discussed. Countries concluded the workshop with concrete commitments toward national validation processes, concept note preparation, and formal endorsement of the regional insurance facility.
