This document is the final version of the report of the eleventh session of the Western Central Atlantic Fishery Commission (WECAFC), held in St George’s, Grenada, 21-24 October 2003. Major topics discussed during the session were: the state of fishery resources and the situation and trends of fisheries in the WECAFC region, the strategies for increasing the contribution of small-scale capture fisheries to food security and poverty alleviation; the current strategy of WECAFC and its work program me. In adopting the 2004-05 work programme the Commission noted that extrabudgetary resources would be required for its implementation. One of the major recommendations was the establishment of an intersessional working group to explore the feasibility of strengthening regional fisheries management.
